Can I donate a car I never registered?

I bought a car, but I never registered it in my state (Connecticut). Am i still able to donate it and claim a tax deduction on it?

I would like to donate my car to a charity, however, I am looking for a charity (recognized by the IRS) that will actually use the car instead of selling it. I believe I could deduct the FMV if someone were to use it instead of selling it because the sale price will probably be a lot lower than what the car is worth.
Does anyone know of a charity in my area that could use a car?
I live in Minnesota and have looked at options for donating my car which is a 1996 Pontiac Grand Am that still runs good except for the entire muffler/exhaust system came detatched and I am not willing to pay for it to get fixed. I’m having difficulty finding charities online that contribute to sustainable energy or something of the latter.
